About The City of Geelong

The City of Greater Geelong is Victoria’s largest regional municipality, located 75 kilometres southwest of Melbourne, offering a coastal city lifestyle with a population of over 289,000.

The challenge

City of Greater Geelong engaged CAL Corporate Solutions to deliver MARATE Skills training across their sports and aquatic centre network — a workforce of approximately 500 team members spanning five distinct staff cohorts. The program targeted a predominantly young and casualised workforce with varying levels of experience managing complex behaviours, including anti-social behaviour, verbal aggression, and physical confrontations in high-pressure public environments. 


Each cohort faced unique challenges: lifeguards dealing with groups displaying anti-social behaviour and gender-based aggression; Learn to Swim instructors managing physical risk from students and confrontational parents; reception staff handling verbally abusive patrons over payments and membership disputes; and gym instructors navigating patron conflicts and intimidation on the floor.

What did CCS do

CAL Corporate Solutions customised the MARATE Skills program to address the specific challenges faced by each staff cohort across multiple venues. Role-specific scenarios were developed from real incidents provided by Council operations staff, ensuring the training resonated directly with participants’ daily reality.

 

Delivery included MARATE Skills sessions for all frontline staff across each cohort, with content tailored to the particular aggression and behaviour challenges of each role.

 

To maximise the effectiveness of the sessions, participants completed pre-training activities that established foundational knowledge and allowed face-to-face time to focus on practical skill development.

 

The full program was delivered over a 5 week period, with sessions scheduled across business hours, evenings, and weekends to accommodate the rostered and casualised workforce.

The results

✔︎ 99% participant satisfaction (learning needs met or exceeded).

✔︎ 95% overall satisfaction score across all delivery cohorts.

✔︎ Over 90% of participants rated facilitators as Excellent.

The program was so successful, we’ve since been engaged to provide MARATE Skills training to other teams including Youth Development and Community Participation teams, demonstrating the MARATE Skills program delivers meaningful, measurable outcomes across a large complex organisation.
